Perspective: Provider without a full EHR
Context: The provider has made the determination that it is clinically and legally appropriate to send a data.
Story: Provider uses basic technology (e.g. web browser, email client, etc.) to participate in exchange. Such exchange allows, at a minimum, creating an addressed transaction with attachments and sending it to a recipient, and receiving an addressed transaction, including viewing and downloading the attachments.
